HBO GO is a streaming service offered by HBO that is included free with your HBO subscription through a TV provider. A cable or TV package that includes HBO is required. The HBO GO app will be removed from primary platforms in the U.S. by July 31, 2020.
My guess is HBO's "plan" was led by the legal department in order to get out of existing contracts with cable and internet providers. When HBO Go and HBO Now were created, the idea of an HBO Max was not considered.
